Unter starkem Widerstand vollzogener Vorgang der Gesetzgebung im Vereinigten Königreich, um die Beschränkungen der Bürgerrechte der römisch-katholischen Bevölkerung aufzuheben.

Im Zentrum der Emanzipation standen vor allem die freie Religionsausübung und der Zugang zu öffentlichen Ämtern. Bernard Edward Howard war ein bekannter Unterstützer der katholischen Emanzipation.
